Agreed.  My Web site encourages the use of Standard Compliant browsers
by using the standards.  IE will still render most of the pages
acceptably, but it will not look as good as with Gecko or KHTML.[1]  I
quietly mention that the pages are designed to work with the standards,
and a standards-compliant browser should be used to see the site in its
full glory.  (Actually, you have to use Opera to see the site in its
full glory, but that is a rant for another post.)

As for security, you have to assume that every connection to your site
is an attempt to crack your server.  Welcome to paranoia.

[1] Hint: Add "!important" to the end of lines in your CSS file to make 
     IE break.
