Go to Outlook, Tools, Options, E-mail Options, Tracking Options, uncheck both, "for all messages I send, request a read and deliver receipt". You can manually ask for delivery when you REALLY NEED IT, when you are composing the message! These instructions are for Outlook 2002, but the same options should be in O2K somewhere nearby.
I find read receipts a big PITA, and only respond to them when the sender is someone very important, like a job application reply or something like that.
