Give PXE booting a go, no need for rom chips - all you need is PXE
support on the NIC and the MAC address of the card for the server.

Easy to get PXE PCMCIA NICs, I think most intel cards support it.
Probably a few others as well if you have a look around.

It should be possible with a flash drive, as long as your computer sees
it as a regular boot drive. I've used old drives with too many bad
sectors to be useful in the past when we ran out of floppy drives - all
you need is a good 16k or whatever it is at the beginning of the drive
:)
