To avoid my wife throttling me, can anyone tell me how to tell apt-get
to throttle its bandwidth usage?

Every time I fire off an apt-get install/update/upgrade there's this cry
of "Fee! Fi! Foe! Fum! Who's pinching all my bandwidth?" from her
office. I unless I terminate apt-get, things get ugly and I may be
terminated myself. I don't much fancy the "do it later" option.

This PC runs Linux. If you find a virus apparently from me, it has
forged the e-mail headers on someone else's machine. Please do not
