Yes, well, sort-of. *Which* vnc client are you running on the Linux 
box? There are many to choose from ... RealVNC, TightVNC ...

Also, is the VNC on the windows box running as a service? It appears 
that sometimes non-service VNC's can't actually do "ctrl-alt-del" ...
