Err.. no I think you will find that the Gnome project was started as a reaction to the non-Free nature of the QT widget set. This means that although the Gnome project has been OSS longer than KDE, KDE is older and hence more (temporally) mature.
And I will not make any more comments about the relative merits of either of them as that's flame war territory :-/
... however if you enjoy a good flame war... ;-)
There was a time when KDE memory leaks were legendary - and that coincided with the time I tried it out. So I went back to the console for another few years (:
