Do you specifically want "BSD" listed after Windows? If so, you need to
swap the order of the two of them in the LILO configuration file.

When you installed the BSD variant, where did you tell it to install its
bootloader?
The above should work if you installed the bootloader into the BSD
slice. If you installed the bootloader into the MBR, you need to change
the first line to:
other=/dev/hdc
