kfmclient loads Konqueror for local and webbrowsing.

Open the panel, etc, then click the menu "Settings", then on "Save View 
Profile" (probably has "filemanagement" after it).  This should save it and 
work from then onward.

Note: I'm using debian (kde 3.2.1) so things might be a little different.
