It's probably worth pointing out that it's not as simple as poking a
value into /proc and your TCP window size is set. If you want to
experiment with this stuff, take a look at
Documentation/networking/ip-sysctl.txt and
Documentation/filesystems/proc.txt in your Linux kernel source, and get
a good book on TCP/IP implmentations.
