If your email-provider doesn't allow you to pick up mail via POP3 (only the really really bad ones don't), you could get them to automatically forward the mail to another address, from which you can pick it up with POP3 then. As far as I know[1], hotmail offers neither of those features. I suggest you use a better email provider.
