RFC1855 (Netiquette Guidelines) recommends wrapping at 70 characters

but this is only a ârule of thumbâ. For those of you who are wondering
why email messages should be narrower than âstandardâ text (which is
formatted at 80 characters [1]), it is to allow space for the multiple >
characters at the beginning of the lines :)

[1] Why text-only terminals are a 80 characters wide is another story 
    that has a lot to do with punch cards and the old US $1 bill. Just 
    accept the fact and *never* write text that is over 80 characters 
    wide. Or elseâ
