You are right. I guess the 66 is more of an average or rule of thumb than a limit, since tex does other stuff (like hyphenation at proper places and justification etc). I do remember counting characters of a few lines of a book and other things when I read that and they did seem to be close to this number. Can't remember if I counted the spaces or not...
