i disagree with that.

getting called out in public once puts you on the spot in front of everybody,
maybe you deserve it, but it is humiliating nontheless. besides it is
very easely put off as being from the one fool that is always ranting
about such issues so you'll ignore it making yourself believe that the
others don't agree with the caller anyways.

getting 10 personal mails does not put you on the spot, but only shows
that 10 people care about your behaviour. the latter is much more likely
to impress you and actually make you change, because it is not
humiliating and allows you to change gracefully.
