1. Remove battery(ies) immediately.
2. If you can, take as much case / enclosure off as you can.
3. Good clean Christchurch tap water in copious quantities. Otherwise,
   rinse last with distilled water.
4. Dry at 30�C for several days; the more air flow through difficult to
   get at areas the better. I wouldn't expect a cell phone to dry in
   less than a few days unless it was partially disassembled. One of
   the bad things you can do is to power it up while it's still wet
   inside somewhere.

That's what I'd do, no guarantees of course. The fact that the phone
still rang under water indicates that the electronics weren't fried
straight away when it was submerged with a battery inside it in nice
conductive ion-rich water, so there's a chance.
