There is the jGenerator[1], which provides a vaguely similar look, feel, and functionality to the Flash tools. Unfortunately the Russian author was persuaded to license all his work to MacroMedia, so while an Open version of jGenerator is still floating about on the 'Net, it is quite definitely an orphan, and the documentation for it is virtually non-existent. A very great shame because the examples which came with jGenerator looked really nice.
