no, if there is nothing in /etc/make.conf then the defaults are in 
/etc/make.globals, and then it goes up a chain to the profile in 
/etc/make.profile (i think)

if you don't specify anything in /etc/make.conf i think the default is the main 
gentoo mirror server, but that may be on some round robin sharing thingy.

as for your grub problems, i assume /boot (at this stage at /mnt/gentoo/boot)  
is mounted (if it is a separate partition?)

a search of forums.gentoo.org may reveal the answer.
