I'm not sure whether I totally agree. Winmodems yes - the last 2 I set
up for others have been a major PITA. The one before that was trivial -
png - plug-n-go. It was a DSE Intel536-based modem. However, Intel was
not fast with providing drivers for this chip for 2.6, so there was a
period when modems based on this chip were paperweights.

My own ooold ISA modem always works, but back then it did take me ages
to find out that it would only work properly with X2 in the init string.
Since then I always have to add it, and then it just goes.

Assuming that the low-level hardware driver actually works, modems under
Linux are trivial to set up (perhaps a few exceptions). If it's not
under Debian, well, no comment, but don't blame Linux. The problems
described in this thread are entirely distro-specific.
