if grub is chainloading it doesn't need to be able to read the filesystem, and does not need to verify it.
root (hd0,0) will fail because grub does not understand ntfs rootnoverify (hd0,0) will not care
By the way Lindsay, we didn't really need the commented bits, although I have to admit I didn't specify that :-)

Can't you just edit /boot/grub/menu.1st so that it says rootnoverify?
