explained to you there is no apparent breach of the Commerce Act by
Telecom.  All complaints received are recorded on the Commission's
database which details the business and conduct being complained of. As
well as carrying out our own surveillance, the Commission relies on
receiving information from consumers and businesses to identify
potential breaches under the legislation the Commission enforces.
