That's correct, but you do not have to compile OOo because there is a binary download available.

/tmp should only be used by the system, *not* by the user. As such, it only needs to be a max of 256MB or so. Users should always be using /var/tmp for their own purposes.
Portage is a user in this context.

Also openoffice isn't in portage for the AMD64, therefore you would have to use the binary version anyway.
