I'm not sure at what load the red lines start... I'd guess it's 10.
The machine runs some kind of Java web app, and what you see there is something similar to the Slashdot effect hitting it. Apparently it hits 100+ regularly but the beancounters won't pay for upgrades. Currently it's 2-cpu with 16Gb RAM.
