It is indeed. But it is also quite nice for first animations and guis. I
can do about everything I did in Flash in Java as well but it is much
more difficult for a beginner. It is a nice tool that could be used at
schools in say year 10 or 11.* The vector-graphics program embedded in
Flash is also quite good.

* That is how I got my free (as in beer) legal versions of Flash,
Photoshop and Illustrator. ;)
