There are two main approaches:
1. Use outline numbering and a macro that I wrote (outlineCrossRef3) to
make it easier to cross reference to the outline numbers

or

2. Use variables for the numbering and cross reference to them.

This is an area that I have an interest in and I would be happy to work
directly with you to find an optimal solution for legal work.

There was supposed to be a change for 2.0 but I haven't seen it or heard
reference to it for some time.
