Log in to a shell as root and run the following command;

service httpd status

You should get a response like 'Apache is running'. If not run the following 
command to to start Apache;

service httpd start

Once Apache starts open your web browser of choice and go to this URL;

http://127.0.0.1

If you have the default Mandrake Apache installation you should see the 
default web page appear and near the top of the page the version information 
which will tell you if php is already included and the version number. It 
should be included with a default mandrake install.
