Possibly, but remember that there are very good reasons that nobody will buy 
your copy of Win-ME
1) It's illegal to sell the rescue disks.
2) Win-ME was a total dud.
3) the rescue disks are cut down to only supply the the drivers for the 
hardware installed in the particular computer the rescue disk was intended to 
rescue.

That said, give it a go. You might waste about an hour. What the heck?
