Ubuntu Problem

On behalf of a friend:
        In Ubuntu (version 5.04), what files would need to be altered in
        order to set some environment variables (LD_LIBRATY_PATH and
        LD_RUN_PATH) so they would be set for programs started from the
        shell (Bash) *and* from the desktop (GNOME)?
