I've got an external modem working fine using GnomePPP on Ubuntu 5.10.
I found the same if you "activate" it under "System > Preferences > Networking" it dials up at boot however if you just configure GnomePPP you can dial manually.

It doesn't end the connection when you log out though, you have to quit the connection manually, there is a ppp kill app available I think but I haven't tried it.
