I'd put my money on the USB modem. I have never heard a good word about the 
things.

Eh?
The number of networks is limited only by the number of slots for NIC 
cards. You can set up the routing and NAT tables for as many networks as 
you need.

The purpose built Gibraltar firewall has 4 Ethernet ports. So you can have
a single Ethernet cable going to the Internet and 3 others going to the 
hubs or switches for the internal networks.

Who can blame you for wanting to get rid of the USB whatsit. If what I read 
is correct they are all distinctly flushable.
 
I recon what you need is to borrow, or buy on a return if no good 
agreement, a decent ADSL <=> Ethernet modem over the holidays to test it 
out. btw, How far are you from the 'Phone Exchange?

That looks like a nice little box of tricks. Probably a lot cheaper to 
install IPCop or whatever into an ex-lease box though.
