For the domain name you should get this from the owner of the existing

You will need a fixed ip address, but provided it's relatively lightly 
loaded otherwise, a 128Kb/sec line would be fine, after all that will 
allow two concurrent dial-ups.

I believe Dave Lane et al at iOpen do a good service for small sites if you 
don't want to host it yourself. Also Craig Falconer might be prepared to 
help. You might also like to approach your own ISP.

There are lots of examples of CMS / Wiki software which you could use to 
produce a 'sausage machine' web site. e.g. Plone,
