Hmm. How about the Travla C146 from www.casetronic.com? According to their website is 1U high and has 1 slim media drive bay and 4 x internal 3.5" hard drive bay. Of course, if you want 2U or 3U then get some cardboard and spray paint it black to stick on the font. These are being listed at 155 GBP (less than $500) at mini-itx.com, although curiously they state that it only has 3 internal drive bays. Mini-itx.com will ship internationally. It could be that the C146 will only accept mini-ITX form factor, but then, maybe a mini-ITX board would be adequate for your application.
