Err, no.

I have a SpeedCom+ 56SP, bought about 4 years ago.  It was about $80 and 
has voice and fax capabilities.  It's now listed at Ascent for $64, but you 
can borrow mine and have a go if you like, before buying one.  I used it 
for dialup only, before I got cable.

I did try setting up VOCP, which is a PSTN voice application suite for 
Linux, but I wasn't sure if I had the correct codec for the audio- it sort 
of worked, but it took me ages and I gave up.  That was a couple of years 
ago now, so it is possible that the software is a bit more mature and less 
frustrating now.
