I guess the turnaround promised in this news report has yet to happen.

My ISP Snap recently outsourced the termination of dial-up internet 
connections to TelstraClear.

While it was pleasing to enjoy the new goodness of the V44 compression 
protocol, the connection would be dropped without notification at the upstream 
(TelstraClear) end when downloading compressed data such as tar files.

The most coherent reply my ISP's help desk has received when they escalated 
this problem to TelstraClear was that this was not their problem as it had 
never been reported to them before.

A lot more turning seems to be required before the turnaround is complete.
