Well the answer is YES an "&" is valid and legal in the local part of an
email address, but about the same level as naming your children "f***
y**"...  it will cause problems later!

BTW Exim needed to be told to allow the & char by editing
/etc/exim4/exim4.conf or
/etc/exim4/conf.d/main/01_exim4-config_listmacrosdefs

It looks like the answer is YES for the local part and NO for the domain
name.
