ahh well pcmcia has that ability based on the kernel detecting you
slotting the pcmcia card in and out. ifplugd bases it on the cable being
plugged into the card, which is a subtle difference. (I am not sure what
its mechanism is for wireless).

Try plugging the wired ethernet card in without a cable attached. Does
it try to bring the link up?
