dss (digital speech standard) is a proprietary format used by both
Olympus and Philips.
you can convert from .dss to wave format from within the Olmpus
software on a windows box.

I have not been able to find an Open Source equivalent that will
transcode although these may be available.

I don't know how you will go getting the foot pedal working with
either of these solutions however.
Is it a usb/serial device or does it plug into the game console port?
The usb/serial devices only seem to run with the olympus software. 
Although you can pick up alternatives fairly cheaply.
