No it appears to be using the line 

# Dynamic entries below, identified by 'users' option

to distinguish them.

The "users" option means that you don't need to be root to mount/unmount
the device. It would be stupid to use this as a flag to determine
whether mepis could or couldn't change the setting.

Robert has already confirmed that putting the entry above the "#
Dynamic" stops mepis from fiddling with it. 

Also removing "noauto" will ensure that it is mounted at boot.
