It's the back door for technical support built into the os that uses
undocumented features of the bios. Basicly, years ago a bunch of high
level developers in a back room and on lists just like this one got sick
of having to fight with MS not giving them full access to all the
undocumented features in their systems. So, over the past 15 years
those guys (and girls) have been putting back doors into everything that
has a blinking light to ensure that they can gain access, fix any
problems for you and leave before you notice. It should be remembered
that the power light on your 1940's oven lights up when you turn the
knob because there is a physical bit of wire that runs from the switch
to the bulb. Today that lights flash on your router, modem, switch or
network card because some microprocessor runs a bit of code that says
'hey, we should flash that blinker thing'.
