It's just political. To seemingly show to the technically naive that they are doing something. in this context "they"==government+ISPs What they all seem to have conveniently forgotten is that Telecom still owns the trunks behind the local loop, and without charges on that being regulated the freeing of the local copper is supremely irrelevant. -- CS
