Um, regardless of whether you CAN increase the pipe or not, that isn't
the point.

After all, the problem is that the misbehaving app/person is flooding a
slow link - what prevents them from doing the same to your faster link
that you've just paid extra money for?

As Volker put it, bandwidth management is the only answer here.
Thankfully, Linux does this quite nicely.
