As Andrew said, what's being referred to is all Ubuntu (kernel)
underneath now, which has the advanced device control you want. The
layers placed over that may or may not access that functionality well,
in the $DISTRO-YOU-TRY, which does confirm 'suck-it-and-see'. There's an
optimal solution for everyone - long live Free*nix!

Because (and forgive us our taste buds) some don't like KDE.
No desktop should be shoved down anyone's throat, regardless of how that
is rationalised.
Ubuntu being pro-active on Freedom (resourced distribution) probably
answers this best though.
