I don't know anything about kppp, but...

If Mepis is based on Debian (I have a feeling it is), I'd try setting up
Alan's dialup account by running:

 $ su -c pppconfig

Then test it by running "pon" (to dial) and "poff" (to disconnect).

Take a look at /var/log/messages for clues if it doesn't work.
