Do I get the feeling people like to quip about SUSE...? ;) Anyway, in that case you have issues with the modem driver (as I hinted at), which is primarily a kernel issue, not a distro one, although different distros may ship different kernel versions which in turn can exhibit different behaviour with respect to difficult hardware. Ltmodems used to be a good choice under Linux, but I gathered that there are now more version of that chip than the Linux driver is able/supposed to handle.
