I am currently using IPCop with an extension called Traffic Control
and Reporting to set monthly download limits on my family network.

I am about to upgrade the firewall ardware and was considering
switching to pfsense at the same time. I downloaded this and set up a
virtual firewall on a server at work. There is some attraction to
this move as it seems easier to setup interfaces and custom rules.
However, I can't see that there is anything similar to to TC&R
available on it or as an extension. Does anyone know if there is?

The task is to manage my 5Gb monthly cap so that we don't go over it
and that no user hogs it. At the moment, each IP address that is
allowed access gets a monthly cap.

Has anyone got any better solutions?
ipacsum is built into your ipcop.
http://www.fifi.org/cgi-bin/man2html/usr/share/man/man8/ipacsum.8.gz
when logged onto the IPCop:-
ipacsum --help
