I don't know the answer, but try this for a wild and woolly guess...

Make sure nothing, neither Windows explorer, nor application, nor cmd,
nor bash shell, etc. etc. has that directory as it's current working
directory.

On the linux side try...

fuser -vu /my/strange/directory
