Hello Alan,

If your familiar with Delphi then Lazarus/FPC Free Pascal Compiler are very 
good with plenty of support for Database's. The Lazarus Ide is very good and 
supports Firebird,Postgre, Mysql,Sqlite and Tdbf. The firebird database is 
based on Interbase and has both client/server and embedded database engines. 
These programs are actively supported.
The Lazarus message list is very active with a number of  talented Database 
programmers on the list.
One of the nice advantages of FPC is that you  can write once and compile for a 
number of os's
