If you can communicate with the modem through a terminal send it the ATI1 
command to find out if it is a fax modem.

Here is the result of my querying the modem through the kppp built in 
terminal;

ATZ
OK
ATI1
Intel V92 Data Fax Voice
OK

If your modem does not have fax capabilities and your box has an ISA slot, I 
can supply an ISA modem with fax capabilities.

As the highest fax speed is 14.4k, most old modems are capable of faxing.

I played around with setting up a fax server using efax. I had some success 
but was not able to iron out the bumps sufficiently to deploy it. One minus 
against efax was the lack of a suitable windows client.

Hylafax might be more suitable.

The solution I eventually used was a multifunction network printer with fax 
capabilities built in.

Voice; you are on your own. vgetty is where you might make a start.
