Imagine that a government widely pirates Windows 3.1 and '95. Then a certain software vendor suggests that it might turn a blind eye to this rampant piracy and not sue the arse off said government if it is granted special terms. The government could then wrap up the terms in "trade secret" confidentiality tape, and everyone is happy. Except the voters, who then have to foot the bill, and are hog-tied by the secretive deals their government has made and the associated knock-on effects in that country's infrastructure. Vik :v)
