been to one involving my neice some years ago in invercargill.
Waste of time really (sad to say).
but then she did end up living with her gandmother for 1-2 yrs and straigthen 
her out till her father came up from invercargill (but by then she was @ 
16yrs old so was legally considered an adult.

Think it's time to put some of the Political Correctness in the bin and bring 
back some common sense.

Teach the darlings what is right and wrong, teach them that for every action 
there is a reaction (good or bad).

Have teachers introduce children to more of the concepts above (perhaps a bit 
more forcefully than it is currently).

At the age of intermediate have those errant children face tougher 
consequences (in case of vandals get them to build replacement items - 
letterboxes as an example).

have parents face responsiblities of parenting also when kids are younger or 
have those children removed and fostered out to childless couples (I know 
opening a can of worms here etc).

I know the system of the 50's & 60's wasn't exactly ideal but in many ways 
society was much better than today.
