The earthing strap removes any potential difference between yourself and the equipment you're touching. As such, it doesn't need to be earthed anywhere else.
Personally, I find these things highly overrated, and consciously touching the equipment before working on any part to be sufficient - this stops the potential difference being discharged through the memory you're fitting... after all, we're only replacing parts, not wielding a soldering iron.
