CAT5 cable has 4 pairs, 2 of which are normally unused. Yes it's gross waste, but that's what makes the world go round.

Na, cat 5 was some smart thinking, as was 3 pair telephone cabling.

You can pump a 100mbit signal a short way down 3 pair, not ideal but if you just want to share internet around a building, don't want to go to the expense of new cable, then you can get data and a phone to the desk.

Cat 5 is already set up for short runs of gigabit. Also not perfect, but extends the life of the cable a little, given that the biggest cost is putting cable in.
